Record demand for funding The 2025 call for proposals drew unprecedented interest: 240 eligible applications were submitted, together requesting more than €1.4 billion in funding. Small and medium sized enterprises made up around a third of all applicants, and newcomers to the programme accounted for 45% of applications, a strong signal that the bio-based ecosystem is expanding well beyond its established base. Widening participation across Europe CBE JU has been actively working to bring in participants from historically underrepresented countries and regions. Applications from the 15 widening countries grew faster in 2025 than from other Member States, and the programme is now on track toward its 2030 targets: 106 newcomer participants out of a 150 target, 50 primary producers reaching the halfway mark of their goal, and waste manager involvement already at target level, with brand owner participation nearly complete (47 of 50). Projects moving from construction to operation Several flagship projects hit major milestones in 2025: SUSTAINEXT broke ground on a new biorefinery in Hervás, Spain. VIOBOND completed the foundations for what will be Europe’s first commercially viable bio-based resin plant in Riga, Latvia, targeting an annual production capacity of around 45,000 tonnes. CERISEA began construction of a new facility in Roussillon, France, set to produce up to 3,000 tonnes per year of 5-HMF for use in resins, coatings and plastics. AFTERBIOCHEM was successfully completed in April 2025, having advanced the production of bio-based chemicals from sugar beet industry side streams. SCALE opened the world’s first industrial microalgae biorefinery in Baillargues, Southern France, demonstrating microalgae as a feedstock for food, feed and cosmetic applications. Rural BioReFarmeries secured extra national funding in Ireland to launch a green biorefinery pilot plant, with a downstream unit planned for summer 2026. Where the innovation is happening Packaging remains the most active application area across the CBE JU portfolio, followed by cosmetics & home care and food & feed. On the feedstock side, waste and residues are the most widely used resource category, with 44 projects built around them, a trend that supports Europe’s push for greater resource autonomy. Building knowledge and skills The scientific output of the programme continues to grow, with 37 new peer reviewed publications reported in 2025. More than 1,600 researchers took part in training, mentoring and infrastructure access activities, with a near even gender split (51.1% women, 48.9% men). Looking back over the past decade, BBI JU projects registered 75 intellectual property rights between 2015 and 2025, reflecting a steady shift from research results toward market ready assets. Strong engagement with applicants The CBE JU 2025 Info Day drew over 1,400 potential applicants, 450 in person and 1,200 online, with 60% of attendees being newcomers and 14% coming from less represented countries. The event also generated close to 1,000 in person meetings and roughly twice as many online meetings compared to 2024. To support this growth, CBE JU rolled out several new tools and strategies in 2025: an updated Widening Participation Action Plan for 2025 to 2027, a new Synergies Strategy to help projects combine EU, national and regional funding, a dedicated working group bringing together around 80 primary producer representatives, and a new interactive dashboard for exploring country and organisation level participation data across CBE JU projects. At the same time, the study points to areas where further work is needed to strengthen the link between innovation, investment and market uptake. A Broad and Balanced Consultation The study drew on input from across the whole CBE JU ecosystem: project beneficiaries, industry representatives, members of CBE JU’s governance and advisory bodies, cluster organisations, policymakers and civil society actors. Evidence was gathered through an online survey with close to 70 respondents, around 20 semi-structured interviews, and an in-person focus-group workshop attended by 15 participants. Stakeholders Value the Delivery Model Respondents rated CBE JU highly for its ability to connect EU policy priorities, industry commitment and scientific expertise through its public-private partnership model. The programme was seen as particularly effective at building networks: its contribution to creating networking opportunities scored 4.61 out of 5, while its role in strengthening collaboration across the EU bioeconomy landscape scored 4.59 out of 5. Transparency and inclusiveness also scored highly, at 4.55 out of 5, with 98% of respondents giving a favourable assessment. Impact Beyond Individual Projects Beyond funding results, stakeholders highlighted CBE JU’s role in helping bio-based innovations progress toward demonstration, industrial scale-up and market uptake. Flagship and demonstration projects were seen as key tools for de-risking the deployment of new bio-based technologies at industrial scale, giving organisations the chance to test and validate solutions under real operating conditions, something many said would have been difficult to achieve on their own. The study also found that CBE JU strengthens cooperation between industry, research organisations, SMEs and primary producers, helping partners find new collaborators across value chains. CBE JU’s overall impact received one of the study’s strongest scores: 4.38 out of 5, with 93% of respondents rating it favourably. Strong Alignment with EU Policy Goals Stakeholders confirmed that CBE JU-funded projects are closely aligned with major EU priorities, including the circular bioeconomy, industrial competitiveness, strategic autonomy, sustainable industrial transformation, and the shift toward bio-based alternatives to fossil-based materials. In the survey, 80% of respondents rated CBE JU’s alignment with initiatives such as the EU Bioeconomy Strategy, the Clean Industrial Deal and the Circular Economy Action Plan positively. The study also noted that CBE JU plays a role beyond simply implementing funding: by generating evidence from its funded projects, it feeds practical insights back into EU policymaking. Looking Ahead: Priorities for the Future The study identifies several areas where further action could increase CBE JU’s impact and support the wider bio-based sector, including: Continued support for industrial deployment; Stronger connections with investors; Better access to pilot and demonstration infrastructure; Improved synergies with national and regional funding schemes; Greater demand-side support for bio-based products; Wider involvement of underrepresented groups, such as primary producers, organisations from widening countries, and the aquatic sector. Commenting on the findings, Nicoló Giacomuzzi-Moore, Executive Director of CBE JU , noted that the study highlights areas where Europe’s bio-based sector still needs stronger support, particularly around investment, industrial deployment, synergies and inclusion across value chains. He pointed to CBE JU initiatives already addressing these needs, including the Bioeconomy Investment Deployment Group, the Synergies Strategy and the Working Group on Primary Producers, adding that the findings will help guide the programme’s next steps in moving circular bio-based innovation from promising results to real deployment. Overall, the independent study confirms that CBE JU is regarded by its stakeholders as a key instrument for scaling up circular bio-based innovation across Europe, while also providing a clear roadmap of priorities to strengthen that role going forward. As Europe seeks to accelerate its green transition, new solutions are needed to produce high-value bio-based products without compromising food production or natural ecosystems. Marginal lands, often overlooked, may hold the key. Launched in July 2025, RUNFASTER4EU is a flagship European project that aims to transform such lands into more sustainable sources of bio-based raw materials for cosmetics, bioplastics, bio-stimulants, bioherbicides, dielectric fluids, feed ingredients and NIPU (Non-Isocyanate Polyurethanes) for vertical gardens and more. At the heart of the project are the upgrades of two major Italian flagship plants of Matrìca at Porto Torres site and Versalis at Crescentino site, and the deployment of large-scale cultivation trials of low-ILUC-risk oil crops like safflower, and other oleaginous crops, through the active involvement of local farmers and the validation of innovative agronomic practices. RUNFASTER4EU is funded by the Circular Bio-Based Europe Joint Undertaking (CBE JU), the partnership between the European Union and Bio based Industries Consortium (BIC), with a contribution of € 19.908.650,25. It brings together a diverse consortium of 17 partners from 10 European countries, combining industrial leadership with scientific expertise to build a resilient and circular bioeconomy. Kick-off meeting Held on 8–9 July 2025 at the Eni R&D Center in San Donato Milanese, the kick-off meeting marked a critical milestone for the five-year project, setting the stage for an ambitious roadmap. The event brought together representatives from all partners and the CBE JU to contribute to mapping project activities and the next steps. Vision and objectives RUNFASTER4EU will demonstrate levels of sustainability and replicability at industrial scale of new value chains focusing on the large-scale cultivation of low-ILUC-risk oil crops on marginal lands (including unproductive, polluted and non-economical lands), that are not destined to food or feed productions. These crops will provide vegetable oils and residual biomass for high-value bio-based products in a cascading approach. The project will enhance bio-based value chains prioritizing soil health and regeneration and realize large-scale cultivations in Italy, Greece, Serbia, Spain, and Romania, with farmers’ involvement, ensuring the viability of these new agricultural practices. At RUNFASTER4EU, Ana Aleixo from PNO Innovation Portugal contributes to stakeholder engagement activities, helping connect the project with actors across the value chain, from farmers and industry representatives to policymakers and local communities. “My role, together with my team, is to make sure that stakeholder engagement is not just a formal requirement, but something meaningful and useful for the project,” Ana explains. “It is really about building bridges, creating dialogue, and ensuring that the solutions we develop are relevant, accepted, and can realistically be taken up beyond the project.” One of the first major activities was the organisation of the project’s first stakeholder engagement workshop in December 2025. The session introduced the project and opened discussions around feedstock and field activities, while also collecting feedback from different stakeholder groups. “The exchange was very useful, as it gave us early insights on practical aspects such as crop feasibility, potential barriers, regulatory issues, and what would motivate stakeholders to be involved,” Ana says. According to her, one of the key challenges in stakeholder engagement is balancing the different priorities, levels of technical understanding, and expectations across diverse groups. “What is relevant for a farmer is not necessarily the same for an industrial partner or a policymaker,” she notes. “It requires continuous effort to keep communication clear, relevant, and adapted to each group, while still maintaining a coherent overall approach.” Looking ahead, Ana sees stakeholder engagement as essential for ensuring the long-term impact of the project. “By involving stakeholders throughout the project, they feel part of the process and more confident in adopting the solutions developed. Ultimately, the goal is to ensure that the project has an impact beyond its duration and contributes to a more accepted and resilient bio-based sector.” ## Meet the People Behind RUNFASTER4EU: Stefania Pescarolo URL: https://runfaster4eu.eu/meet-the-people-behind-runfaster4eu-stefania-pescarolo-wp1-leader/ At RUNFASTER4EU, the project coordination team led by Versalis (Lead: Stefania Pescarolo) contributes to the coordination of the project by supporting effective collaboration across the consortium and ensuring that activities remain aligned with the project’s overall goals. elementor-widget-theme-post-content" data-id="d8d72fb" data-element_type="widget" data-widget_type="theme-post-content.default"> Meet the People Behind RUNFASTER4EU:Stefania Pescarolo (WP1 Leader) Behind every large collaborative project is a strong coordination structure that keeps activities aligned, partners connected, and objectives on track.
